
Founded CIRA in 2024 and heads the agency, which in 2026 became the first in Ukraine to be authorized under the Law "On Rating Activity". He has worked in property development and asset management and served on the supervisory boards of five venture investment funds. PhD candidate at KNEU, author of eight peer-reviewed articles.
Valentyn Burianov founded Credit Intelligence Rating Agency (CIRA) and heads it. He is responsible for strategy, operations, engagement with the National Securities and Stock Market Commission, and client communication.
The agency was founded in October 2024, when Ukraine's Law "On Rating Activity" had not yet taken effect and no authorization procedure for rating agencies existed. On 3 July 2026 the Commission authorized CIRA and entered it into the Register of Authorized Rating Agencies: the agency was the first to complete the new procedure, aligned with European standards of rating regulation. CIRA may now assign credit ratings to legal entities and debt obligations on Ukraine's National Rating Scale.
Before founding the agency he headed the analysis department at Standard Engineering Group, a property developer: he organised financial and credit analysis, determined projects' financing requirements and prepared financing applications, kept receivables accounting and drew up management reporting. Concurrently he managed a portfolio of assets at Assets Financial Group Asset Management Company and carried out primary financial monitoring. He chaired the supervisory boards of three venture corporate investment funds and served on the boards of two more.
He is a PhD candidate at the Department of Corporate Finance and Controlling of Kyiv National Economic University named after Vadym Hetman; his dissertation examines securitization in the capital formation of extractive-sector companies. The results of his research have appeared in eight peer-reviewed articles: on corporate bonds in Ukraine's post-war reconstruction, credit derivatives, interest rate swaps, securitization and the valuation of technology and commodity-sector companies.
Independence of the rating process. Under CIRA's internal rules, ratings are decided by a collegial rating committee; the Chief Executive Officer is not a member of it and takes no part in rating decisions. Commercial relationships with clients are organisationally separated from the rating process.
